A responsibility matrix
This is an operational review framework, not a finding that a campaign or method is lawful. The actual facts determine applicability.
| Layer | Review owner to designate | Record to retain |
|---|---|---|
| Applicable law and sending method | Campaign and qualified counsel | Method, facts assessed, unresolved applicability questions |
| Campaign attribution and jurisdiction | Campaign disclosure reviewer | Actual contest, format and approved disclosure |
| Identity and network program | Provider and campaign preparation owner | Verification and sender status for the actual program |
| Audience permission | Campaign record owner and method reviewer | Source, permission evidence and authorized purpose |
| Revocation and suppression | Operator and response owner | Tested route, suppression responsibility and escalation |
| Final release | Named campaign approver | Exact creative version, sender, schedule and open items |
Illustrative review record
Fictional Meadowbrook event invitation: campaign contact identified; sending method documented; audience evidence reference supplied; proposed disclosure awaiting the campaign reviewer; sender status awaiting confirmation; reply owner named. The record remains pending until those questions are resolved. A polished creative file is not a substitute for that decision.
Questions that should stay visible
Who assessed the actual sending method? Does the audience evidence support the intended use? Does the disclosure match the jurisdiction and format? Has the operator tested suppression against the actual workflow? Record the answer and source, or identify the missing owner. Do not fill an unknown with a universal political-text exemption.
Keep the layers separate
A publicly available voter record is not, by itself, permission for every automated messaging method. A network-approved program is not a legal opinion. Official law, election resources, program requirements, and the provider’s terms answer different questions.
