Carrier Messaging Policies vs. Legal Rules

Carrier, registry, and provider rules can affect a messaging program even when a legal review finds a communication permissible. The two reviews should be recorded separately.

Law and network policy are different

A provider can impose program requirements beyond the minimum law. Conversely, provider registration does not establish that the campaign satisfied every legal obligation.

Putting the guide into practice

Create two review columns: legal applicability and provider/program requirements. Resolve both before the launch decision, and name the owner for each unresolved question.

  • Legal review
  • Carrier policy
  • Provider terms
  • Decision owner

Limits and review decisions

Do not use a provider approval email as a legal certification or a statute as proof the network will accept the program.
