Campaign Contact List Sources

A campaign list needs provenance: where each record came from, why it was obtained, and what permission or use restrictions accompany it.

List provenance and permitted use

Public voter-file access, campaign signup information, partner referrals, and purchased records have different provenance. Keep those categories distinguishable after import.

Putting the guide into practice

Attach source identifiers and dates to the import, review the original disclosure or agreement, and reconcile suppression before generating the send audience.

Limits and review decisions

Do not label a list compliant merely because a vendor sold it or a government published it. Evaluate both access rights and the intended messaging use.
