Political Toll-Free Messaging Guide

Confirm control of the number, the political program’s verification path, and the actual messaging configuration. Voice service alone is not texting readiness.

Start with number control

Identify the entity controlling the intended toll-free number, the authorized contact, and any existing voice or messaging arrangement. Changing messaging configuration should have an explicit owner; a familiar voice number is not evidence of an approved text program.

A preparation path you can review

The requirements for the actual provider and program control the submission. Prepare the campaign identity, use case, audience evidence, sample text, formats, and reply handling together.

  • Confirm number control and the person authorized to request configuration.
  • Identify the applicable political program and provider verification requirements.
  • Prepare the committee record, audience purpose, sample creative, and expected usage.
  • Confirm the status of the actual texting configuration and reply route.
  • Test approved creative with authorized destinations before a release decision.

Example: one number, two responsibilities

Illustrative scenario: a fictional campaign already advertises a toll-free voice contact. Before proposing SMS, it confirms who can authorize the messaging setup and who will handle text replies. The voice answering arrangement does not automatically supply a text response owner.

Compare written assumptions

Record verification dependencies, SMS/MMS support, recurring obligations, reply handling, and the completion handoff. Toll-free is not a universal exemption from audience permission, applicable law, or network policy.
