New York City brings five boroughs and five counties into one municipal government. Mayor, Comptroller, and Public Advocate are citywide offices; a borough president or district attorney has a different scope. The Board of Elections describes ranked-choice voting for specified municipal primary and special elections, rather than every election on a New York ballot.
