Illustrative ward versus at-large scope
A fictional council campaign should first identify whether its seat is elected by a ward, a district, or the citywide electorate. It then reviews the actual audience boundary and permission evidence separately. A city campaign does not inherit a county office’s electorate; each guide links the relevant municipal authorities.
