A2P Messaging Explained for Political Campaigns

A2P describes messages sent through an application to a person. A volunteer using a campaign interface does not by itself turn the underlying traffic into ordinary personal texting.

Application-to-person messaging

Keep three concepts separate: the campaign organization, the application sending messages, and the number recipients see. Registration and reporting can refer to different objects for each.

Putting the guide into practice

Draw the actual message path from operator to application to provider to recipient. Identify who reviews drafts, who authorizes sending, and who receives questions.

  • Recipient source
  • Sender type
  • Approval owner

Limits and review decisions

Do not infer a legal exemption from a product label such as peer-to-peer. The actual sending method and applicable rules need their own review.
