Political Text Delivery Rate

A delivery rate depends on which status counts as delivered and which messages belong in the denominator. State both choices before reporting a percentage.

Defining delivery rate

Submitted, accepted, sent, delivered, failed, and unresolved records are different sets. A report can change if late receipts arrive after its cutoff.

Putting the guide into practice

For a report with 9,000 reported deliveries out of 10,000 eligible submitted messages, the stated rate is 90 percent. Keep unresolved messages visible rather than quietly excluding them.

Limits and review decisions

A higher reported delivery rate is not an observed open-rate lift. Compare programs only when their status coverage and denominator definitions match.
